Content-wise, VII does deliver everything promised in the ad copy, but not much more. It does supply three different options for VII, but the first two are not radically different from each other. Without spoiling anything, both options, in broad terms, seem like obvious conclusions reachable from the description of VII given in the main book. However, some of the details are non-obvious and interesting, and the third choice is very much different from the first two. Taken individually, there's nothing wrong with the contents of the book, but the whole is less than the sum of the parts.
From a technical standpoint, the PDF is serviceable. The text is as legible as print would be, though the lack of bookmarks is annoying. There don't seem to be any overly complicated page layouts that would slow down rendering significantly like in some other White Wolf products.
